President Chang Ke-Shih stated that he completed his specialist training in cardiology, emergency intensive care, and critical care medicine at Taichung Veterans General Hospital in his early years, and has a deep friendship with Taichung Veterans General Hospital. Since Yuan Rung was established by President Chang in 2007, it has continuously received support from successive presidents of Taichung Veterans General Hospital, and the two parties have cooperated closely for 19 years. President Fu Yun-Ching even personally visited Yuan Rung for consultations many years ago, and currently, many doctors from Taichung Veterans General Hospital support outpatient services at Yuan Rung, making Taichung Veterans General Hospital the most important referral hospital for Yuan Rung. The two hospitals have long worked together to deepen medical exchanges and integration, jointly safeguarding the health of the people in central Taiwan.

Upholding Humanitarian and Compassionate Ideals, Deeply Cultivating Mongolia and Winning the "International Medical Model Award"

President Chang pointed out that Yuan Rung promotes warm medical services with the core value of "professional love and care, treating patients like family" and takes "deeply cultivating the community and connecting with the world" as the hospital's vision. His initial intention to fully invest in international medical care stemmed from the early realization that Mongolia lacked medical resources and that medical education and quality needed to be improved. Upholding the concept that "medical care and love are based on humanitarianism and compassion, with no borders," Yuan Rung Medical System has been going to Mongolia for overseas free clinics for many years since 2016, providing free assistance to many disadvantaged patients and receiving treatment in Taiwan. Yuan Rung provides free medical care, free air tickets, and accommodation, which has won the trust of local people and the affirmation of the government authorities.

Lkhagvasuren Zolzaya, the Mongolian representative to Taiwan, personally visited Yuan Rung Hospital in September 2020 to express his gratitude to President Chang, saying, "Currently, nearly 80% of Mongolian patients who come to Taiwan for medical treatment choose to see a doctor at Yuan Rung." Yuan Rung's years of dedication and hard work have been highly recognized, and in 2023, it won the "International Medical Model Award" from the "International Medical and Health Promotion Association", making it the first regional hospital in the country to receive this honor.

President Chang emphasized that the signing of this contract with Taichung Veterans General Hospital will establish an international medical cooperation platform, combining the capabilities and experience of Yuan Rung Medical System in international patient services and integration with the clinical medical strength of Taichung Veterans General Hospital as a medical center. It is hoped that it will provide more complete and high-quality diagnosis and treatment experiences and results for overseas patients. After the signing of this memorandum of cooperation, Yuan Rung Hospital will be responsible for collecting medical data of overseas patients, formulating treatment plans, and conducting diagnosis and treatment. If patients need to be transferred due to their condition, Taichung Veterans General Hospital will take over. Both parties have also made clear regulations on cross-border medical risks and responsibilities.

President Fu Yun-Ching of Taichung Veterans General Hospital praised that although Yuan Rung Medical System is a regional hospital, it has demonstrated the strength of a medical center in terms of medical technology, smart medical development, and international medical promotion, and many of its achievements can even be said to be leading the country, which he greatly admires.

President Fu pointed out that he had heard early on that medical predecessors highly affirmed Yuan Rung's medical characteristics, and former President Chen Shi-An had even sent a team to Yuan Rung to learn about hyperbaric oxygen and wound treatment. President Fu said that Yuan Rung has performed brilliantly in many fields, and some medical technologies, such as radiofrequency ablation for gastroesophageal reflux, are considered to be the most advanced in Taiwan. It is also one of the earliest medical institutions in the country to introduce AI smart medical applications, including CT lung cancer AI detection and other technologies, demonstrating forward-looking planning. President Fu said that he had also personally experienced it at Yuan Sheng Hospital of Yuan Rung Medical System. The examination process was fast and efficient, leaving a deep impression on him.

President Fu pointed out that what he admires most is that Yuan Rung Medical System has long adhered to the concept of "deeply cultivating the community and connecting with the world." It is not easy for a regional hospital to promote international medical care to such a scale. In particular, Yuan Rung has been deeply involved in Mongolian medical services for many years, and its exchange footprints have spread to more than 30 hospitals in the local area, not only providing medical assistance but also successfully referring many patients to Taiwan for treatment, with fruitful results in the field of international medical care.

President Fu said that Taichung Veterans General Hospital has also been actively promoting international medical cooperation in recent years, and the new building under construction also has specially planned international medical wards, but Yuan Rung Medical System can deeply cultivate specific countries for a long time and establish a stable medical cooperation model. This experience is very worthy of learning. He emphasized that the two parties have actually maintained a good cooperative relationship for a long time. The formal signing of the cooperation agreement symbolizes that the two parties will carry out closer cooperation in overseas international medical care, medical exchanges, and medical services in the future.

President Fu pointed out that the Taichung Veterans General Hospital Proton Therapy Center has been completed and will be put into use next year. The Sumitomo third-generation proton therapy equipment used in the center is one of the most advanced proton systems in the world. In addition, there are three "Asian first" high-end positioning and navigation systems. Proton therapy has the advantages of high precision and low side effects, and it has the opportunity to bring better treatment options for patients with childhood cancer, brain tumors, head and neck cancer, lung cancer, liver cancer, and some recurrent tumors. After the center is put into use, it is expected to become an important base for international medical care and high-end cancer precision treatment.

In line with the New Southbound Policy, Continue to Expand Cross-Border Training and Exchanges

Yuan Rung President Chang Ke-Shih said that Yuan Rung has been fully cooperating with the government's New Southbound Policy in recent years and has signed a cooperation agreement with an Indonesian hospital. A Vietnamese group will also visit and experience Yuan Rung's health check and medical services in the near future and will cooperate for a long time. In the future, Yuan Rung will also assist in matching doctors from Mongolia and Southeast Asian countries to Yuan Rung and Taichung Veterans General Hospital for medical professional training to continue to expand cross-border medical exchanges and cooperation.
